I have a rash around my eyes?

In mid June, I noticed a rash developing around my eyes. It was red and slightly itchy and there were little bumps (almost looks like tiny pimples but without a head and they are slightly shiny) so I umed it was poison ivy, which I have gotten in my eyes before. There is no oozing or anything coming out of them- they are just annoying. I called my MD and he gave me a medral dose pack (steroids). The pack lasted 5-7 days and I noticed the rash going away. About a week after finishing the pack, the bumps started to return. I then made an appointment with a new dermatologist (my health insurance was running out and my regular derm could not see me). The rash was not as obvious that day and she said she really could not diagnose what it was. I had showed her a picture I had taken of it on my cell phone but it was not a good picture. She prescribed to me a medicine that she told me to take when I see the rash returned. I took the medicine for about 3 days when I read the label and it said not intended for the use in women?? So I stopped taking it.. Even though I only took it for 3 days I did not see improvement. THe rash is primarily around my right eye- more than the left eye. It is itchy sometimes and is more pronounced after I get out of the shower. on the top of my eyelid below my eyebrow, the rash is drying out and although I cant see any scabs, it is very rough to the touch. It is pretty much around my whole eye, but not inside the eyelid at all. It is not going away and pretty much stays constant. This is the only place on my body that I have it. I do wear make up but its the same brand I've used for 11 years now. Even when I go without makeup for a week or 2, the rash does not subside. Has anybody had this or does anybody know what I am talking about? Are there any natural cures? I would appreciate any and all advice!!
